US President Donald Trump on Tuesday made his first address to
Congress since taking office, which “shocked” media observers for being
presidential in tone, and sticking mostly to the script.
In his speech, the US president touched upon a range of issues,
emphasizing a need to correct past mistakes. But he still offered little detail
on how he will go about correcting those mistakes.
Two experts on American politics told CGTN that even though
President Trump adopted a more reasonable tone for the speech, concerns remain
about the future substance of his policies.
Rick Dunham, American journalist and visiting scholar at Tsinghua
University, believes that Donald Trump’s speeches and policies have
contradictions, which are quite confusing. But Dunham also said that the
president has his own logic in his speech and deeds.
“He thinks America should be great again, meaning America should
tell the world what to do – not be part of a multilateral decision-making
process. But at the same time he says we should take care of America first,
which means trade protectionism. He says he’s not a protectionist, he’s in
favor of ‘fair trade’ – ‘free trade’ defined as ‘fair trade’. Within the Trump
psyche it all makes sense, but if we are now analyzing it from a traditional
framework, there’s an internal contradiction: that he wants America first, he
wants to be somewhat of an isolationist, but he’s also very much that the
United States should tell the rest of the world how it should be ordered,” said
Dunham.
Tao Wenzhao, research fellow at the Institute of American Studies
of the Chinese Academy of Social Sciences, described how Donald Trump is
adopting a victim-mentality for the US.
“One thing is important: Donald Trump always thinks that the
United States is the victim of globalization. He thinks that China, India and
other emerging economies benefited from globalization, but the United States
lost a lot of jobs – five million jobs, even more than that. He said that
during the past eight years, 60,000 factories went to China…so he does not like
multilateral rules,” said Tao.
But despite the new tone, once again, the words of Donald Trump
are making the world wonder what actions will come as a result.
